ANSU supports AAPSU bandh

ITANAGAR, July 27: As announced 24 Hours Bandh Call on 28th by All Arunachal Pradesh Students Union (AAPSU), the All Nyishi Students' Union (ANSU) will support the proposed Bandh call at full extent till all the demands laid before the Govt are fulfilled.

In a statement ANSU president Niglar Veo stated that the fight is not for the justice of late Jumchi Nguso only but it is also a fight against the wrong policing of the men-in-uniform in the state. “The death of Nguso in the hand of police is not the first of its kind and there are hundreds of cases of custodial death and human right violations which take place in the interior and rural areas. However due to the lack of awareness amongst the people and negligence of authority, the cases are gone unrecorded,” stated Niglar.

ANSU has further demanded the state government to train the police officers and other lower rank police personnel to develop public relation for better policing. It is a known fact that without the co-operation and support of the ordinary citizen, howsoever the law may be strict, is bound to be a failure. Every citizen has an equal responsibility to contribute in an effort to stabilize the law and order in the state, but when the innocent citizens are beaten up and killed in the name of application of rule of law by the men-in-uniform, that uniform is bound to be disrespected added ANSU president. ANSU has further urged all the civil societies to join hand in fighting against the police atrocities and misapplication of “rule of law" otherwise we do not know who would be the next after Nguso.

Meanwhile All Capital Complex Contract Worker’s Union (ACCCWU) has extended support to the 24 hour bandh called issued by AAPSU against inhuman death of late Jumchi Nguso.

Poor connectivity hits Dirang SBI

DIRANG, July 27: Poor mobile and internet connectivities are affecting smooth banking transactions at SBI, Dirang which has attracted attention from Itanagar higher authorities.

The SBI (NE-II) Assistant General Manager B. Hazarika over telephone from Itanagar had a thorough discussion on the matter with Branch Manager P. Kalita here today.

Regular and uninterrupted mobile and internet connections were cited as necessary to carry out smooth banking transactions including online and mobile banking systems. ‘Customers have to receive secret pin codes in their mobile phones while transacting business through online banking systems. However, in absence of regular mobile and internet connectivities, it becomes difficult for the system to work’, explained BM to the AGM. While agreeing with the BM, many aggrieved customers also explained that mobile and internet connections including broadband and GPRS were irregular here for the past six months which affected smooth banking transactions.

While replying to a request of the AGM to sanction loans to purchase new vehicles from M/S Buishi Yada Motors, Naharlagun, the BM said that option should be left to the customers to decide for themselves.

Nagmandir rape and murder case

APSCW seeks NCW intervention for justice

ITANAGAR, July 27: The Arunachal Pradesh State Commission for Women (APSCW) strongly condemned the brutal rape and murder of one Dolly Chetri, a divorcee who was found murdered in Nagmandir area of Tenga Valley of West Kameng District recently.

The police investigation has revealed gang rape of late Dolly Chetri, the Commission said and added that few personnel of SSB 38th Battalion who have been identified as suspects are yet to be arrested.

Pointing out the section 3 sub-section 2 of the APSCW Act 2002 which reads “Act not to apply in certain cases” the APSCW has called upon the National Commission for Women (NCW) to intervene in the case for justice.

The Commission also called upon the Govt for immediate arrest of all suspected/ accused and requested the authority for rehabilitation of the child of the victim.

Recalling the heinous murder of 9 year-old Hemawati Chetry, a student of class II whose body was found on July 2 in Pasighat, and other cases of rape, murder and molestation that occurred during the period of Sept 17, 2008 to May 2010, the APSCW, which is in touch with the district authorities, voiced grave concern at the rising incidences of violence against the girl child.

“Women and children are considered most vulnerable section of the society and they usually become victims,” Mepung Tadar, Vice-Chairperson, APSCW said and called upon the societies and parents/guardians of women and young girls to be extra cautious regarding security of their women and children.

The APSCW also called upon the police and civil societies to bring in massive awareness towards the safeguard of women and children.

3-day workshop on 67th round NSS begins

NSS data to help Govts in policy formulation

ITANAGAR, July 27: A 3-day State Level Training cum workshop on 67th round National Sample Survey (NSS) is being organized by the department of Economics and Statistics on the subject - the survey on Unincorporated Non- Agricultural Enterprise.

It is believed that there are large number of unincorporated/unregistered non- agricultural enterprises in three sectors mainly manufacturing, trade and the other services in the country but there is no reliable data relating to these enterprises.

Director, Economics and Statistics Duyu Passang, while welcoming the guest, the districts officers and field staff said that the Enterprise surveys conducted by the NSS Organization provides database on non- agricultural enterprises which is used for estimation of National Income and Gross Fixed Capital Formations, inputs analysis etc at both national and state level. Besides the survey provides information’s on economic conditions of entrepreneurs, number of person employed/ self- employed, working conditions in manufacturing, trade and other services in un-organized sectors.

The data collections period of 67th round commence from 1st July 2010 up to 30th June 2011 where the Trained Field Investigators will visit the villages and urban blocks selected on scientifically designed sample basis, lists of households/ enterprises and select a specified number of households and enterprises to collect the detailed information by interviewing the household head/owner of the enterprises. The data collected through the survey will help the Central and state government in developing planning and policy formulation.

Passang also said that besides conducting these surveys, the department is also responsible for collection and compilation of wide variety of data from different sources. Therefore the flow of data should be regular and timely as the backdated data often looses its importance, hence he urged the officers’ participants to ensure correct and accurate data to be collected and compiled so that they are made available to users well in time.

Besides, the Directors, Dy. Directors and participants from the districts of the department, D. Mukhopadhyay, DDG, Gangtok who is here as the observer and guiding faculty said the 67th round is going to be wide with heavy workload as it is on unincorporated non-agricultural survey which means one has to know the basic background of the survey first and understand the problems coming from manufacturing, trade and other services. He further said out of 4 hamlets of NSS non- agricultural is the biggest enterprise, therefore he urged the participants/ trainees to take full advantage of the training programme and to understand the concepts, definitions and methods of collections and recording of information in the survey schedules so that they can provide correct data in future.

The training programme is being attended by the DSOs, Inspectors and staff members of all districts. DIPR

Media advocacy workshop

ITANAGAR, July 27: Arunachal Pradesh AIDS Control Society is organizing a one-day advocacy workshop for the media persons on “Positive Reporting and the role of Media people in addressing HIV/AIDS” at the conference hall of Hotel Donyi-Polo Ashok on July 30. The Health and Family Welfare Minister Tanga Byaling and Parliamentary secretary, Nido Pavitra (H&FW) have consented to the chief guest and guest of honour respectively.

The aim of this one day advocacy workshop is to sensitize media people on HIV/AIDS issue and to disseminate message on HIV/AIDS to the general population. The workshop shall also aim at sensitive and positive reporting on HIV/AIDS by the media people so that people can change their perception towards the epidemic.

Jahnabi Goswami, President of All India Network of Positive People who herself is living with HIV for the one decade, and P. Varu, Regional Communication Officer, NERO NACO shall be the resource persons in the programme.

Media persons both from Print and Electronic media representing various media organizations from the state shall attend the workshop.

PR leaders write to minister

ITANAGAR, July 27: Expressing surprise over formation of an 11-member committee to look into the grievances on the alleged non-allocation of the BPL and AYA rice to the air-fed areas of Kurung Kumey district, a group of ZPMs and ACPs, in a representation to Food and Civil supply minister has requested him to wait for the final outcome of the detailed report submitted by Kurung Kumey DC to the state Govt in this regard on July 2.

Responding to the aggrieved PR leaders, the state Govt had asked the Kurung Kumey DC to submit the factual report within a week time on alleged non-allotment of rice and the DC respondent accordingly, the PR leaders said while adding that the matter is under process for necessary action. There is no use of constituting a committee for same purpose when the report is being examined by the department, the letter said. Even if the committee was to be constituted, it should be exclusively of neutral members, the letter added.

Awareness camp on malaria

ITANAGAR, July 27: All Dumporijo Youth Welfare Association along with department of health, Upper Subansiri district conducted an awareness camps on malaria at Baririjo, Bui, Dula, Beyakrijo and Dumporijo from 21st to 25th July. During the camp around 750 patients were treated with active participation of doctor team consisting of Jyoti Nalo, T Bagbi, T Tayang, D Saikia and YW Muri.

Keeping in view the poor health scenario of the area association has requested to the health department to provide an ambulance for Sigi circle under Dumporijo constituency for emergency service.

ITBP provides platform for sportsmen to excel

Tezu, Jul 27: Lohit used to represent the state in various games and sports in the past and the vacuum that exists now for a long period of time certainly need a good platform to spot budding sports talents, said Lohit deputy commissioner R.K. Sharma while inaugurating the football tournament conducted by 25th BN ITBP at Jubilee ground here yesterday.

The successive football tournaments by CRPF, ITBP and perspective sports plan for schools of Lohit district drawn by NYK should be taken as a good platforms for the talented sportsmen to excel and curve a niche for themselves in sports arena. Games and sports are integral part of life as sound mind cannot be thought of without a sound body, he said. The DC expressed his gratitude to the ITBP for taking the lead and initiative.

Speaking on the occasion, the Commandant 25th BN ITBP, Sanjay Kothari said that effort is being made to hunt sports talents of the district through such tournament keeping in closer touch with the people. Football is a direct contact game, and he appealed players to take up the competition in sportsmanship spirit that govern the game to promote oneness and brotherhood among the participants, he said.

Earlier, Ayush Deepak, Asstt. Commandant welcomed the gathering and said that there is no dearth of sports talent among tribal people in the North East states.

In a thrilling opening encounter, Lohitpur club beat Tafrogam club by a narrow margin of 3-2. Altogether 16 teams are in the fray for the “Battle of Boot” Scheduled from July 26 to August 1 next . ABSU resents land encroachment

ITANAGAR, July 27: Expressing concern at the rampant encroachment of land in and around the Govt establishments and infrastructure in Pasighat town, the All Bogong Students’ Union (ABSU) has appealed the East Siang deputy commissioner to maintain zero tolerance and not to regularize or allot land in the vicinity of Govt quarters.

In a four-point representation to the DC for consideration in DLAB meeting, the union also urged the administration to give preference to land donors of the township while allotting land and called for strict adherence to ceiling limit of allotted land.

(Fisheries) Itanagar in a condolence meeting held at office premises on July 26 expressed profound grief at the sudden and sad demise of Late Karling Lauchang, Peon under district Fisheries development officer, Seppa East Kameng district on July 22.

The Galo Students Union (GSU) expressed shocked at the sudden death of its activist late Damgum Romin of Bopu village under Liromoba area who died yesterday morning at Naharlagun. The Union members expressed deep condolence and prayed for eternal peace of the departed soul.
